Why were tax dollars set aside for struggling Americans given to foreigners?

The Trump administration shared additional details on the new restrictions that would bar illegal immigrants from accessing more than 15 federal assistance programs, which collectively account for $40 billion in public spending.
15 federal programs that handed out $40 billion to people who are illegally in the country (Fox doesn't specifically specify if this was annual spending, but the White House' memo seems to indicate so).
I can't wait to see which Biden judge tries to stop this.
White House spokesperson Taylor Rogers told Fox News Digital that illegal immigrants will no longer be able 'to steal public benefits at the expense of hardworking American taxpayers.'
'That ends now. Under President Trump, it's America first always,' Rogers said.
These programs were mostly in HHS, but also in the departments of Education, Agriculture, Labor, and Justice, which explicitly singled out illegal aliens for government benefits under previous administrations.
Previously, benefits were allowed for people regardless of immigration status; no one could be turned down for being illegal.
But now,
The White House said that several government health services - including Head Start, substance abuse prevention and treatment programs, family planning benefits, and health workforce loans and scholarships - will be inaccessible to illegal immigrants.
You mean you now have to be a citizen or legally in the country to get taxpayer benefits? What a novel idea!
