Here's the Milwaukee Journal-Sentinel:

Procell brings a personal and professional background in re-entry work, programs meant to help those who leave incarceration get back on the right path. As a teenager in Milwaukee, he killed a rival gang member in 1995 and spent over 20 years in prison, he told the Shepherd Express in May.

Procell was just fifteen when the crime was committed.

Milwaukee had already named three finalists to take this job leading the Office of Community Wellness and Safety. Procell was not one of the finalists, but the mayor picked him anyways.

Here's Mayor Cavalier Johnson:

'I'm asking people to trust my judgment,' Johnson said. 'I'm asking people to trust in Adam and the work that he will do.'

'That's the sort of person whose lived experience, I think, brings a lot of value to this,' Johnson said.

Also,

[Procell] is currently the CEO of Paradigm Shyft, a reentry consulting firm, and told the Journal Sentinel in May that guilt is a key part of why he does the work he does.

Johnson and Fire Chief Aaron Lipski said Procell's life story made him uniquely qualified for the role.
